Matthew Turk:

FLASH should allocate two masks in the data_structures.py file; one all ones, one all zeroes.  If a grid has any children, child_mask should be assigned the all-zeros mask.  If it has none, it should be all ones.  This should have a performance improvement.

This will require answer testing before it can be verified.  (CC: @jzuhone )
