As a subset of generating initial conditions in general, we should have the ability to create a Stream Handler parameter file from a specification of AMR data.  This means implementing:

 * Flagging methods
 * Data creation operators (i.e., spheres)
 * Protogrid => grid creation
 * A new type of Stream hierarchy that uses properties for all of the hierarchy arrays
