[yt-dev] Proposal: Move main repo to github May 1

Before officially flipping the switch I think we still need to process some
of the open pull requests. That means merging the mergeable ones and
leaving behind migration instructions on the open ones (where appropriate).

I will work on adapting the exiting mirroring bot to mirror from github to
bitbucket.
