[yt-dev] yt Community Code of Conduct

Hi all,

As discussed last week, we have adopted Astropy's Community Code of Conduct
with identical language.  We will maintain our own confidential email
address (TBD) to report violations.  The code of conduct will be displayed
in a YTEP, in the developer docs, and in multiple locations on the
