[yt-dev] 3.0 release

Just to be clear, the delay is not so anyone else can write docs, it's
because *I* owe it to everybody to get mine in and with some time to
vet them.  I think everyone else has pretty much closed the door on an
awesome set of documentation -- amazing work, everyone.  Especially
you, Cameron.
