[yt-dev] 3.1 today?

I remember we had some talk about calling off PRs of new functionality for
a period before a release, but I don't think it ever materialized into
concrete action.  Do we want to do that for a few days and only allow bug
fixes before a release?  Or perhaps just do that next time, since I don't
think we've had any major PRs accepted in the last week or so (not that
anyone was doing a lot of testing of the code over the holiday).

Either way, I'm OK with a release now or in a few days.
