[yt-dev] 3.1?

A few things. There are several bugfix PRs that should probably go in. It
would be great if the docs PR I made last night could go in.

Mush bigger deal: the buildbot is down. We can't release until we've
verified that all the tests are passing and the docs build is clean.

Kacper is defending his thesis in Torun, so we likely have to wait for him
to be available before the buildbot can come back.

We also need release notes.
