[Yt-dev] Time-based releases

Hi Britton,

I was thinking the next one would be 2.2, and that we'd continue with
up to 2.9 with just version += 0.1 until we opted to do a 3.0, which I
assume would come before 4.5 years from now.  Interim bug fixes
between releases would be X.X.Y, I was thinking.
