[Yt-dev] CIA.vc is down indefinitely

Hi Stephen,

Not only are you right about the blog post, but the bot is back on IRC
and the website is back up.  Evidently it's now in the hands of
atheme.org.  Seems like the hiccup was so brief we might have even
missed it if we hadn't looked for it.
