[Yt-dev] libconfig wrapper testing

Awesome, thanks Jeff.  I didn't quite mention it in the email, but
testing this is a backdoor for finding out if it will also work on the
platforms Enzo runs on, so anybody else that would be able to test,
it'd be a huge help!
